The City of Troy has engaged a team led by River Street Planning & Development to review, rewrite and update Troy's zoning/land management code. The update will involve assessing the City's overall economic health, existing built form and function, and natural environment. Streamlined and straightforward regulations will be developed to express local vision and goals and stimulate high-quality investment. Troy's new code will be streamlined, cohesive, equitable, and easier to understand and administer.

RECODE Troy: Zoning a Livable City
The City of Troy has engaged a team led by River Street Planning & Development to review, rewrite and update Troy's zoning/land management code, under a NYS DOS grant from the Local Waterfront Revitalization Program. Troy's current zoning ordinance dates to the 1980s and needs to be in conformance with the City's new Realize Troy Comprehensive Plan, adopted in 2018. The Troy Redevelopment Foundation is a partner in funding this project.

Team members who crafted the Zoning update are leaders in their fields who use creative approaches. River Street Planning & Development led the planning and engagement process and were the primary code authors. Shulman, Howard, and McPherson provided legal guidance. PLACE Alliance contributed to design guidelines. James Woidt helped craft the waterfront overlay and climate change adaptation strategies. Team members have authored or contributed to over 40 ordinances. A ten member Steering Committee provided additional guidance for the project.

Lawrence Howard is a municipal/land use attorney at Shulman, Howard, and McPherson and a Senior Lecturer at RPI who has helped draft 17 codes including ordinances in Utica, Wappingers Falls and Schodack that include form-based elements. He is also a specialist in SEQR compliance. Lawrence will help train City staff and Boards to administer the new regulations.

URBAN DESIGN LEAD
PLACE Alliance has developed, evaluated and calibrated traditional, form-based and hybrid codes across a variety of communities and cities around the world. Their designers have been actively involved in developing the national Smart Code, the Lexicon of New Urbanism, and Pattern Books across different intensities, densities, and architectural styles. Their diagnostic work uses building typologies to anchor land use and guide site design.
