The City of Troy has engaged a team led by River Street Planning & Development to review, rewrite and update Troy's zoning/land management code. The update will involve assessing the City's overall economic health, existing built form and function, and natural environment. Streamlined and straightforward regulations will be developed to express local vision and goals and stimulate high-quality investment. Troy's new code will be streamlined, cohesive, equitable, and easier to understand and administer.

The 2022 Troy DRI Program builds on significant work the City of Troy has undertaken over multiple years and several DRI proposals in order to establish the City’s DRI planning goals and identify potential projects that are ready and eligible for inclusion in the DRI program. The City has engaged a wide variety of local leaders and stakeholders, including residents, business owners, arts and cultural groups, the City Council and other elected officials, public agencies, and neighborhood associations in the decision-making process. Public meetings and community surveys ensured extensive public input. The City conducted over 40 meetings and focus groups, attended a dozen neighborhood and citywide meetings and met individually with potential project sponsors.
